Energy Efficiency Policy in Vermont

Vermont is a leader in per capita spending on efficiency, setting aggressive targets for utility performance incentives and has recently enacted policies that decouple revenues from efficiency program success.

Vermont is now set to move towards a 12-year "order of appointment" model for the state's energy efficiency utility, Efficiency Vermont, allowing for longer-term planning and greater flexibility in implementing programs.

Efficiency Vermont is run under contract by the Vermont Energy Investment Corporation (VEIC) and the Burlington Electric Department. Programs are funded by an "energy efficiency charge" or (EEC) on customer's utility bills. Efficiency Vermont also uses proceeds from what VEIC has bid into the regional Forward Capacity Market and proceeds from the Regional Greenhouse Gas Initiative (RGGI) to offer fuel-blind efficiency services to residential customers.
