
New York was one of the first states to establish a statewide systems benefits charge to support energy efficiency and other public benefits energy programs. Programs are administered in a combination of ways - through New York State Energy Research and Development Authority (NYSERDA) and through its electric and natural gas utility companies.
New York has a goal of "15 by 15," or achieving a fifteen percent reduction in total state energy use by the year 2015. The utilities have been instructed to treat efficiency as a resource, and to secure as much as possible to meet the state's energy demands. Electric efficiency programs run by are funded through a Systems Benefit Charge (SBC) of 1.7 mills/kWh and an incremental charge to fund Energy Efficiency Portfolio Standard (EEPS) programs. Natural gas efficiency programs are funded through a separate SBC.
The New York Department of State recently updated its residential energy code to IECC 2009 and its commercial code to ASHRAE 90.1-2007. More about the update is available here.
