States Leading by Example

This section provides examples of executive orders and policies enacted by various states which declare goals for increasing energy efficiency in state facilities, increasing procurement of energy efficient products, and reducing greenhouse gas emissions. 

Maine
Executive Order requires that all publicly financed new or substantially renovated buildings be 20 percent more efficient than commercial building energy codes.

Massachusetts
Executive Order 484 directs the Executive Offices of Environmental and Energy Affairs (EOEEA) to establish a Leading by Example program in order to oversee and coordinate the reduction of energy consumption by state buildings and campuses.  Through the Order, the Governor has set a state energy reduction goals of 20 percent by 2015 and 35 percent by 2020. The Executive Order also contains guidance on building standards, renewable energy, and distributed generation.   

New Hampshire
Gov. Lynch orders state government to Lead by Example by reducing facility energy consumption by 10 percent and purchase ENERGY STAR equipment, among other goals.  

New York
Executive Order 111 requires all new design and construction projects to achieve at least 20 percent improvement on energy performance relative to state code.

Governor Spitzer’s “15 by 15” Plan calls for New York state to reduce its energy consumption by 15 percent by 2015. The plan calls for an examination of decoupling, strengthening appliance standards, and reducing state building consumption.

Rhode Island
Executive Order 5-14 "Energy and Environmental Performance Standards for New Public Buildings" requires that all new, substantially expanded, or renovated public buildings to meet LEED Silver standards.

Vermont
Executive Order 14-03 requires all state government agencies to purchase only Energy Star, or comparable, equipment and for the Department of Buildings and General Services to work with all state facilities to ensure each reduces its energy consumption to meet greenhouse gas reductions goals.
