High Efficiency Commercial Lighting

The long-term goal of High Efficiency Commercial Lighting Initiative is to achieve cost-effective energy and demand savings by overcoming market barriers to the availability and widespread market adoption of advanced lighting technologies and quality, energy efficient commercial lighting design including daylighting strategies.

High Efficiency Commercial Lighting Initiative Status

In 2006, NEEP launched the High Efficiency Commercial Lighting initiative with initial funding from the U.S. Department of Energy (DOE) for a regional project lead by the New York State Energy Research and Development Authority (NYSERDA) and facilitated by NEEP. The grant objective is to increase the availability and market adoption of high performance T-8 (HP T8) lighting systems through special promotions involving ratepayer-funded commercial lighting programs coordinated with state and local government procurement programs. Related objectives include increasing supplier stocking and promotion of HP T8 fixtures; increasing savings from HP T8s in ratepayer funded programs; increasing customer demand for and the role of HP T-8s in state and local government procurement; documenting project impacts; increasing understanding of market channels, participants and barriers; and recommending future program activities to achieve lasting market effects for advanced lighting products. With co-funding from initiative sponsors, in 2006 NEEP facilitated research to characterize the market, developed a project plan and facilitated the hiring of a joint contractor to recruit local and state procurement programs and to engage the participation of lighting manufacturers and suppliers. Contractor services include establishing a web resource to support the project including outreach to government procurement programs, the lighting industry, and end-users. 

The initiative also includes development of a regional strategy to overcome market barriers to the widespread use of quality, efficient lighting design practices including high efficiency lighting equipment, controls and daylighting with specific consideration of the future role and use of materials developed by the DesignLights Consortium. It also includes a strategic information exchange on advanced lighting technologies and practices (e.g., solid state lighting and daylighting design), and protocols and requirements to enable initiative sponsor inclusion of commercial lighting program efforts in market-based demand-side resource procurements (e.g., ISO New England Forward Capacity Market participation).  

NEEP coordinates this initiative with other regional and national efforts including the Lighting Research Center, New Building Institute, Consortium for Energy Efficiency (CEE), the American Council for an Energy-Efficient Economy (ACEEE), the U.S. Environmental Protection Agency (EPA) and the U.S. Department of Energy (DOE).

High Efficiency Commercial Lighting Goals

The focus of regional initiative activities in 2007 is to:

  • Significantly increase electric energy and demand savings from increased market share of HP T8 lighting systems in the Northeast.
  • Test the role of government procurement as a complementary strategy to increase the market availability, promotion and adoption of advanced lighting equipment and systems.
  • Prepare a regional strategy to increase market adoption of best practices for quality, efficient lighting design.

High Efficiency Commercial Lighting Initiative Activities

NEEP will achieve its goals through the following:

Regional Initiative Working Group: NEEP will convene and facilitate periodic Working Group meetings, teleconferences, and information exchanges; prepare and distribute meeting agendas and minutes, prepare and distribute initiative materials and reports, manage joint contractor arrangements and communications, and serve as an information resource.

Coordinated Program Strategies and Co-Promotions: NEEP will serve as project manager to facilitate and assist initiative sponsors to co-fund and implement activities to increase the availability and market adoption of HP T8 lighting systems through special promotions coordinated with state and local government procurement programs. Based on initiative sponsor interest, these promotions may be expanded to include other advanced lighting technologies.  

Strategic Development and Information Exchange: NEEP will facilitate and assist a sub-committee of interested initiative participants to research and develop a regional strategy to overcome market barriers to the widespread use of quality, efficient lighting design practices including high efficiency lighting equipment, controls and daylighting. The strategy will assess remaining market barriers; consider the role of existing materials and programs (e.g., the DesignLights Consortium) and recommend program strategies, potentially including strategic alliances with regional and national resources. 

Coordination with Building Energy Codes and Appliance Standards: NEEP will inform initiative sponsors of opportunities and developments regarding regional and national building energy codes and appliance efficiency standards that address commercial lighting applications. As appropriate, NEEP will coordinate initiative sponsors input to relevant forums and proceedings to further long-term initiative goals.
