Launched in 2008, the Evaluation, Measurement, & Verification (EM&V) Forum is a project facilitated by NEEP, whose purpose is to support the development and use of consistent protocols to evaluate, measure, verify, and report the savings, costs, and emission impacts of energy efficiency and other demand-side resources.
The Forum's activities are directed by a Three-Year Plan (2009-2011) guided by the Forum Project Committees, and ultimately recommended by the Forum Steering Committee and the NEEP Board of Directors. The Forum operates according to an Organizational Structure and Operational Guidelines approved by the Steering Committee. Supported by a New England Conference of Public Utilities Commissioners resolution and a complementary Mid-Atlantic Conference of Regulatory Utilities Commissioners resolution, the Forum is also funded by federal, state, and private foundation sources.
The Forum's 2009 agenda, 2010 agenda, 2011 agenda, and 2012 agenda include a mix of Protocol Development, Research & Evaluation, and Education & Information Access projects and activities. Third parties funded by the states (through a range of sources) and managed by NEEP conduct the Protocol Development and Research & Evaluation projects, with guidance from project subcommittees. NEEP staff conducts Education & Information Access activities, with guidance from the associated committee. These activities are funded through Forum Base Costs (such costs also cover NEEP's role as facilitator, Forum administrator and manager of third party contractors and projects).
