Meet NEEP's staff

Sue Coakley, Executive Director

As a principal founder of NEEP, Sue Coakley has served as Executive Director and a member of the Board of Directors since 1996. The focus of her work at NEEP is the development of regional strategies to increase energy efficiency in homes, buildings and industry.

Previously, Ms. Coakley was the staff lead on energy efficiency policy at the Massachusetts Department of Public Utilities, where she helped develop energy efficiency policies and programs, as well as regulations for the purchase of power from independent sources. As a consultant, she served as director of collaborative efforts in Massachusetts and New Jersey to successfully develop, implement and evaluate energy efficiency programs. She has also been involved in policy efforts in Northeast states to upgrade building energy codes as well as energy efficiency appliance and equipment standards and to maintain a role for ratepayer funded energy efficiency programs and renewable resources in electric utility restructuring.

Ms. Coakley holds a master’s in natural resource management and administration from Antioch/New England Graduate School, and held an apprenticeship position at the Management Institute for New Hampshire Non-Profits through Antioch/New England Graduate School. She received her bachelor’s degree in environmental science from Windham College in Putney, Vermont.

 


Isaac Elnecave, Standards Program and Codes Project Manager

Isaac Elnecave has been with NEEP since 2002, managing the Northeast Energy Efficiency Standards Project, which has succeeded in establishing energy efficiency standards in seven states throughout the region. He is also a manager with the NEEP Building Energy Codes Project where he works to improve the energy efficiency standards contained in the state building energy codes across the Northeast.

Prior to his work at NEEP, Isaac was a clean air policy analyst at the Michigan Environmental Council where he worked on cleaning up coal-fired power plants and encouraging the development of energy efficiency and renewable energy in the state. Isaac began his career as a structural engineer specializing in the retrofit of buildings prone to earthquake damage. 

 


Donald Fudge, Advanced Buildings Team Leader

Don Fudge directs the project managers of the Northeast Regional Building Energy Codes Project and the project manager for the High Performance Schools Exchange. Previously he served as NEEP's High Performance Schools manager and directed NEEP's Training and Education activities.

Don is responsible for strategic and yearly Project and Exchange planning, communication and contact with constituencies, presentations and training program development and delivery and Project evaluation and reporting.

Don brings to NEEP 35 years in K-12 education starting as a teacher, moving through several administrative positions and ending as Head of School at three independent schools. In these positions he was responsible for curriculum development, teacher training and evaluation. In eleven years as a management consultant to schools, Don specialized in strategic planning, student enrollment planning, and facilities planning. As Senior Consultant, he researched and wrote articles for newsletters, trained and mentored new consultants, and designed, developed and taught a number of successful one-day workshops around the country. Don received a bachelor's degree in architecture from Princeton University and a master's degree in history from The Maxwell School of Syracuse University. 

 

Jim Godkins, Director of Financial Operations

As Financial Director, Jim Godkins oversees NEEP’s systems and facilities, financial accounting, business planning, budget development, grant management, and human resources.

Jim started his career as a staff accountant for Arthur Young & Co., a public accounting firm. Subsequent to that he worked in post

secondary education for many years in the career education sector and served as chief financial officer (CFO) for two for-profit school groups, one in Pittsburgh and the other in Boston. Jim was president of Burdett College in Boston from 1994-1998. He also owned, operated, and was president of a career college in New Haven, Conn. that he later sold to MacMillan Publishing Company. Prior to joining NEEP, Jim worked in the nonprofit sector for six years serving as Chief Financial Officer for the JASON Foundation for Education. He currently serves as Chairman of the Board for Massachusetts Bay Community College with campuses in Wellesley, Framingham and Ashland. Jim has an undergraduate degree in economics and a master’s in business administration from Washington University in St. Louis.

 

Jon Linn, Commercial Programs Manager

Jon Linn manages initiatives focused on efficient commercial lighting and efficient packaged HVAC systems. He has also managed NEEP’s initiatives for efficiency in industrial motors and for whole building energy performance. In his capacity as initiative manager Jon coordinates advisory groups for each initiative, organizes information exchange events and manages joint regional contractors for program implementation and for topic-specific research.

Jon has made his living in the energy efficiency field since 1980. He has worked in facilities management at Colby College, electric utility fields at Central Maine Power Co. in engineering, customer services, marketing and efficiency programs. He has functioned as operations officer and business development manager for a small energy services company and has provided independent consulting services to utilities and other program managers from northern New England to eastern Australia.

Jon is a licensed professional engineer and member of the American Society for Heating, Refrigeration and Air conditioning Engineers and the American Society for Mechanical Engineers. Jon is also a Board member for the National Council for Quality Lighting Professionals.

 

Natalie Lovett, Public Policy Research Analyst

As a policy analyst, Natalie Lovett works to track regulatory and legislative proceedings and developments, as well as catalog, document, and update NEEP’s acquired data and information for internal purposes in addition to use for the policy web site and to fulfill external requests. Before to accepting this position, Natalie served as an intern for NEEP's High Performance Schools Exchange.

Natalie holds a bachelor’s degree in Communications from the University of Massachusetts, Amherst, and a master’s degree in urban and environmental policy and planning from Tufts University.  

 

David Lis, Regional Initiative Program Associate

As a Regional Initiatives Program Associate, David Lis works primarily on residential program activities involving ENERGY STAR Products and high efficiency HVAC systems, as well as commercial and research and evaluation projects. David joined NEEP as an intern in November 2006 and has recently assumed a full time associate position. His undergraduate degree is in physics from Middlebury College.

Melissa Lucas, Residential Programs Manager

As Residential Programs Manager at NEEP, Melissa Lucas manages two NEEP projects, including the ENERGY STAR Products Initiative and Residential HVAC Initiative. Through these initiatives, Melissa facilitates sponsor working groups and manages the day-to-day interface with local, regional and federal contacts.

Prior to NEEP, Melissa worked in support of the ENERGY STAR Program at D&R International as the Northeast Account Manager in support of clients including the U.S. Department of Energy and the U.S. Environmental Protection Agency. Melissa also worked at the Consortium for Energy Efficiency as a Program Manager in support of Governmental programs. Melissa has a master's of business administration from the University of Massachusetts and a bachelor’s degree from the University of New Hampshire.

 

Julie Michals, Public Policy Outreach Manager

Julie Michals works to advocate for policies that advance energy efficiency in the region. Recently, her work has focused on the need for common measurement and verification (M&V) protocols in the Northeast, and in particular facilitated a New England State Program Working Group to provide input into the ISO-New England’s Forward Capacity Market M&V Manual. 

Prior to NEEP, Julie was Senior Policy Analyst at the Massachusetts Division of Energy Resources (DOER) where she researched, analyzed and developed policy recommendations for DOER on a broad range of energy efficiency issues, and developed annual energy efficiency reports to the legislature on ratepayer-funded energy efficiency activities. Prior to DOER, Julie worked for Tellus Institute performing research on electric utility restructuring issues with a focus on environmental and consumer protection concerns.

Julie holds a bachelor's degree. in business economics from the University of California at Santa Barbara, and a master's degree. in energy and environmental analysis from the Center for Energy & Environmental Studies at Boston University.

 

Jim O'Reilly, Director of Public Policy

Jim O’Reilly oversees NEEP's policy outreach and implementation efforts to develop and provide information to key audiences, maintain relationships with NEEP sponsors and partners, and manage NEEP’s strategic communications to build public support for energy efficiency.

Previously, Jim was Account Director for Virtual, Inc., a public relations and management consulting firm. He has also served as Director of Public Information for the Massachusetts Office of Campaign and Political Finance; Director of Public Affairs for the Greater Boston Real Estate Board; and Managing Editor for the Marlboro Enterprise/Hudson Daily Sun newspapers. He received his bachelor’s degree in political science from The College of the Holy Cross in Worcester, Mass.

 

Carolyn Sarno, High Performance Schools Exchange Manager

Carolyn Sarno manages NEEP's Northeast High Performance School Exchange. She works directly with schools to promote high performance principles in the design and construction of new and renovated k-12 schools in the Northeast and with the Northeast states high performance schools working groups to promote the adoption of high performance design criteria as the norm for school construction or renovation projects. 

Carolyn has over 11 years of hands on Facilities Management experience. Most recently with the City of Newton, Mass. where she managed and coordinated all facilities operations and maintenance activities for 85 public buildings, including 22 schools. Carolyn was responsible for developing a capital improvement plan that incorporated sustainable best practices as well as coordinating the commissioning of a 330,000 sq. ft. addition to a high school. Carolyn has a bachelor's degree in psychology from Salem State College.

 

Ed Schmidt, Director of Regional Initiatives

Ed Schmidt directs NEEP’s regional initiatives efforts, including ENERGY STAR Products and Windows, Residential & Unitary HVAC, Commercial Lighting, the Commercial and Industrial Information Exchange, Research & Evaluation and special projects.  As Director of Regional Initiatives is also responsible for initiative sponsor relations and chairs the Regional Initiatives Advisory Committee.

Ed has significant expertise in energy efficiency policy, program design and management. His work experience includes functioning as Manager of Residential Energy Services and Marketing Program Administrator for the United Illuminating Company in New Haven, Connecticut, Manager of Marketing/Conservation for COM/Electric Company – COM/Gas Company, Policy Analyst for the University System of New Hampshire, and Rates & Statistics Analyst for the Consolidated Edison Company in New York City. Ed has a bachelor's degree in economics from Saint Anselm College, a master of arts degree from Fordham University and a master of divinity degree from The Southern Baptist Theological Seminary in Louisville, Kentucky. 

 

Catherine Stanley, Communications and Development Manager

Catherine Stanley coordinates multiple communications and activities for NEEP including media relations and the management of Web site content. Catherine is also editor in chief of NEEP's quarterly newsletter, NEEP Notes. Her development responsibilities include research, proposal writing, fundraising support and reporting support.

Prior to joining NEEP, Catherine worked for the FIRST Robotics program where she. managed grant processes, sponsor relations and volunteer recognition programs.

Catherine has a master's degree in public policy and administration from the University of Massachusetts and a bachelor's degree in political science from Boston College.

 

Elizabeth Titus, Research and Evaluation Manager

As Research and Evaluation Manager, Elizabeth Titus works on the organization’s efforts to coordinate and facilitate evaluation and market research activities in the region, as well as on assessments of the effectiveness of programs, policies, and technologies that advance energy efficiency.

Recently, her work has focused on the need for common measurement and verification (M&V) protocols in the Northeast, approaches to estimating market penetration of energy efficient products, and assessment of residential HVAC efficiency opportunities in the region. 

Previously, Elizabeth was Senior Analyst at National Grid in Massachusetts where she researched, analyzed and managed evaluations of energy efficiency measures, various utility programs and policy recommendations, and contributed to the development of annual plans and performance reports to regulators in Massachusetts, New Hampshire, and Rhode Island. She has also worked for the U.S. Geological Survey on water demand research, for Science Applications International Corporation on national surveys of energy demand and supply, and as a consultant on a variety of energy and environmental issues and concerns.

Elizabeth received a bachelor’s degree in biology and environmental studies from Williams College; a master’s degree in regional science from the University of Pennsylvania; and a master's degree in business management from Lesley University.

 

Bethany Vasecka, Strategic Marketing and Events Manager

As strategic marketing and events manager, Bethany works with NEEP’s communications department to promote the role NEEP plays in advancing energy efficiency in the Northeast. In addition, Bethany manages NEEP’s annual summit and business leaders’ recognition event. 

Prior to joining NEEP, Bethany worked in marketing planning and communications roles in the architecture/engineering and financial services industries. She holds a master's degree in business administration from the University of Massachusetts, Amherst and a bachelor's degree in mathematics from St. Olaf College in Northfield, Minnesota. 

Don Vigneau, Building Energy Codes Project Manager

As a manager of the codes project, Don Vigneau brings to NEEP extensive building code experience. His career has encompassed positions including licensed architect, chairman of the MDC and Water Bureau for Greater Hartford, Connecticut, member of the Connecticut State Codes and Standards Committee, and as the Connecticut State Building Inspector.

Prior to joining NEEP, Don worked for ten years as the Director of Inspections & Permits for the Town of East Hartford, Conn. He has been a member of the International Codes Council (ICC) since its inception, and a member of the Building Officials and Code Administrators (BOCA) legacy code since 1974. Don also has served on the Board of the New England Building Code Association, where he has been a member since 1989. He has a bachelor's degree in architecture from Rensselaer Polytechnic Institute.
